"Boy with a cigarette" standee

Hi,

I'm looking for help to find the game in which this paper standee comes from.

Reverse image search tells me that the art is from Patxi Pelaez, originaly posted in 2009 on his blog.

However there's no mention of a boardgame on the article and the only game listing him as an illustrator on boardgamegeek is "Inqvisitor" which I don't have (also the theme don't match the standee's art).
