Partners board game rule question

We had the below situation occur in a game, and thus wanted to ask, what is the correct rule?

I should be able to use my seven card to move one space forward in the safe zone, thus leaving me with a single pawn on the playing board. Am I allowed to use part of my remaining moves from the seven card and get it to safety, or is my turn over? Must I use the full balance of moves to equal seven?

It seems to me the rules could be interpreted either way and is a little bit ambiguous?
